What you’ll do
You will be working within the Safety and Environment Organisation, reporting to the Operational Safety Delivery Manager and will play a key role in maintaining safe and reliable train operations in compliance with Railway Group Standards and the Company Standards within Passenger Services by maintaining the necessary safety critical competency assessments of the On Board Managers.

Main responsibilities
You will have multiple key responsibilities in this role that will include but not be limited to:
- Be responsible for the continual competence assessments and certification process of On-Board Managers and their related Managers who carry out work within the Passenger Services department.
- Monitoring and enforcing the compliance of standards, taking special cognisance of the requirements of the relevant rule books and medical fitness assessments. As well as Incident Response Planning & Management and accident and incident investigations as applicable.
- Being responsible for the investigation of safety of the line accident and incidents involving Onboard managers, contractors or members of the public. This will include accident and incident reporting, investigation and learning reviews and then introducing resulting learning points, recommending necessary changes and coaching / mentoring as a consequence to meet Company Standards.
- Being responsible for the monitoring and upkeep of relevant e-CMS and paper records ensuring that the relevant Managers receive periodic updates.
- Producing draft Operational bulletins and assisting in the drafting and preparation of relevant Work Instructions and Competency Standards as and when required.
- Being responsible for delivering the internal quality assurance programme for On Board Manager Depots.
- Acting as Occupational Health & Safety support for passenger services, demonstrating a comprehensive understanding of Southeasterns safety management system and legislation as well as supporting Managers in areas such as risk assessments, safe systems of work, reviewing documentation and event planning
- Assisting in the management and delivery of health checks across Passenger services.
- Specialising in specific Health & Safety disciplines set out by the Occupational Safety Delivery Manager.
The experience you’ll need
To be considered for this role we recommend you demonstrate the below in your application;
- A comprehensive understanding of the relevant train working techniques, rules, instructions and relevant safety standards.
- Have or be working towards a Level 3 in Mentoring and Coaching and TAQA Level 3 in Assessing Competence in the Work Environment (or equivalent: A1/L12) and a Level 4 Award in Internal Quality Assurance of Assessment Processes and Practice (Desirable)
- Have a NEBOSH General Certificate in Occupational Health and Safety or equivalent safety qualification or be working towards one (Desirable)
- Be competent as an On-Board Manager.
- Be competent in Personal Track Safety (PTS)
- Be fully trained or working towards Accident Investigation and Root Cause Analysis/Learning Reviews and the use of Non-Technical Skills (Desirable).
- Have the ability to work under pressure in a busy and varied environment under your own initiative and be able to adapt to ever changing demands.
- Have the ability to communicate clearly and confidently in both written and verbal formats.
Before taking up the responsibilities of the post, your competence must be assessed and certified. The process will be one of continual assessment, proved over a three-year period and will be carried out by the Occupational Safety Delivery Manager, or nominated deputy.
